v0.4 - First Update PostJam!

Hi all, 

I want to take a moment to thank you all for the feedback and interest in Monopoly Titans! The start of the semester and a certain "secret" Valve game sidelined me for a bit, but I wanted to push this update out to provide a slightly better working version of the game. 

This first update includes:

- A sound effect for placing rooms

- An options menu (currently only has a volume slider)

Bugfixes:

- Fixed money counter displaying the wrong value at the start of the game

- Fixed positioning of the room when purchased for placement

While I can't guarantee that I'll be super active on developing this game, I'd like to continue work on it when I can.
